No prompt to restart

Installed the latest version of the win 7 64 bit driver and I could not get the import to work to work on python 2.7.1. Nothing worked yet it seemed to install correctly.
It is windows 7 so restarts aren't as neccesary as they once
were but it's still windows, so making a WAG, I restarted and it
worked. It's ok for a restart, but I didn't see it in the doc and I
expect to be prompted to do so or at least notified to do
so.

See ticket #60. Psycopg doesn't require a restart to be used. If it does, I believe it is some registry mess preventing it to work properly. Please contact Jason to make him know, and if he acknowledges the problem we can open this bug.
