Host Package on own pypiserver

If you want to host psycopg2 on an own pypiserver pg_config is required. This is strange, since the pypiserver does not run postgreSQL (neither client or server).

{{{ The problem is that psycopg2's setup.py tries to find pg_config while pip just asks it to run egg_info. I asume you should be able to ignore that and move the resulting file to the packages directory.}}}
